The statement from North Korea raises the prospect the country will renege on the agreement, said Jasper Becker, Beijing- based author of ``Rogue State: The Continuing Threat of North Korea.''
``It's typical of North Korea's negotiating behavior -- that you agree to something and immediately backtrack and disregard what you just signed,'' Becker said. ``Negotiating with Kim Jong Il is bound to fail. He's repeatedly flouted agreements with the United Nations and the United States.''
